Portugal is part of the Schengen Area, which means that the following countries do not need VISA:
Albania, Andorra, Antigua Barbuda, Argentina, Australia, Austria, Bahamas, Barbados, Belgium, Bosnia Herzegovina, Brazil, Brunei, Bulgaria, Canada, Chile, Costa Rica, Croatia, Cyprus, Czech Republic, Denmark, El Salvador, Estonia, Finland, France, Germany, Greece, Guatemala, Honduras, Hong Kong, Hungary, Iceland, Ireland, Israel, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Macao, Macedonia, Malaysia, Malta, Mauritius, Mexico, Monaco, Montenegro, Netherlands, New Zealand, Nicaragua, Norway, Panama, Paraguay, Poland, Romania, San Marino, Serbia, Seychelles, Singapore, Slovakia, Slovenia, South Korea, Spain, St Kitts and Nevis, Sweden, Switzerland, Taiwan, United Kingdom, United States of America, Uruguay, Vatican City and Venezuela.
All the others have to apply in Portuguese Embassy for a Visa, according to the rules.

Hospital emergency services should be used only in serious situations (serious injury, poisoning, burns, infarction, thromboses, breathing difficulties, etc.).
In case of illness or accident while visiting Portugal, Nationals from the 27 European Union countries, Iceland, Liechtenstein, Norway or Switzerland are entitled to free or reduced-cost healthcare (the same benefits as Portuguese citizens). In order to have access to health services, citizens from the above-mentioned countries, who are not resident in Portugal, must produce their European Health Insurance Cards (issued by the origin country) together with passports or identity cards.”
